Year End Report for 2007
Each Officer of the department received a minimum of 21 hours of in-service training in the following subjects, which conforms to the New York State Accreditation Standards:
- Audio visual evidence
- Car stop positioning and safety
- CPR/AED re-certifications
- Crime victims board
- Drug identification and current trends
- Emergency Vehicle Response (P.U.R.S.U.E.)
- Firearms evaluations (handgun & shotgun)
- Haz-Mat/Emergency response/BBP/PPE
- Law updates
- License plate reader (LPR)
- New automatic external defibrillators (AED) & AED downloading
- Nw ammunition issue
- Officer safety alert
- Rapid response to the active shooter
- Review of MOP #23 and 24 (EVOC & roadblocks)
- Simunition Training
- TRACS system
- Training survey - review
- Weapon familiarization- AR15
- Weapon maintenance & inspection
Detective Bureau conducted 25 training sessions during the year (37.5 hours)
The Command Officers received an additional 8 hours of training (4 sessions) in various areas of supervision.
Miscellaneous Training:
Certified Trainers (Officers Stowell, Ugale, Borowski & Nappo) of the Police Department certified 35 civilian Town of Hamburg employees in the use of the Automated External Defibrillators and CPR.
The Central Police Services (CPS) Training Academy in Buffalo instructs and certifies Officers employed by local Police Agencies. Most of the courses offered are taught by certified Officers that are provided by various Departments. Our Department provided the following instruction at the CPS Training Academy.
- Officer Bullard - Firearms Training – 40 hours
- Officer Fraser - Standardized Field Sobriety Testing Course – 96 hrs
- Officer Johnston - Responding to Burglary, Robbery & Domestics - 16 hrs
- Detective Ehret - Assault Lecture - 6 hrs
- PSD Taylor - Communications - 6 hrs
In addition to the research, development, and coordination of the training programs and curriculum, the Training Office (consisting of Officer Scott Fraser) perform additional task such as:
- Research, development, and coordination of all in-service training programs and curriculum
- Process new hires (equipment, training, and initial development)
- Manage department's Accreditation Program
- Compile and maintain all training records, lesson plans and related documentation
- Maintenance of departmental equipment
- Responsible for inventory of departmental weapons and ammunition
- Monitor and process firearms COBIS regulations
- Maintain Federal firearms licenses
- Coordinate CPR/AED training for all Town employees
- Assist with policy development and distribution
- Monitor/maintain acknowledgements (policy, equipment, etc)
- Process the Games of Chance/Bell Jar applications & inspections
- Coordinate and mentor the school intern program (Hilbert College/ECC)
- Conduct police station tours for various groups
- Crime Prevention & Crime Watch Programs (Brook Gardens, MHP, Lakeshore, Locksley Park and Hickox Road
- Oversee Records Office w/complaints, problems, fingerprints, scheduling, training, etc.
- Liaison with Central Police Services Training Academy
- Monitor re-certifications (Breath Test Operators, First Aid, Firearms, etc.)
- Evaluate instructors for New York State Re-certification
- Compile and disseminate Year End Report
- Assist with Annual Departmental goals and objectives
- Maintain Officer Registry with Division of Criminal Justice Services (DCJS)
- Complete State and Federal surveys as needed
- Responsible for retirement collection of equipment (ID's, plaques, etc)
- Citizen Police Academy
- Web site updating
- Manage various grants/funding
- Maintain Sex Offender Registry notifications
- Hostage negotiation and Support Unit member
- Conduct Staff training for the Recreation Dept-Defusing Aggressive Behavior
- Safe School Committee
- Process FOIL requests
- Process Solicitor and Peddler Permits
- Monitor Uniform Crime Report
- Additional duties as assigned by Administration

TOTAL TRAINING HOURS - 2,973 for 2007
